Public finance governance

The objective of the reform of the public finance governance is to put in place a strategy for the consolidation of public finances in the medium and long term. The “organic law on the modernisation of the governance of public finances” was adopted on 28 December 2021. Its aim is to improve the quality of the democratic discussions on the preparation and implementation of the budget. It notably consolidates the central role of parliament in the examination and control of public finances and extends the prerogatives of the High Council of Public Finances. It also establishes a multi-annual expenditure rule for general government expenditure, which should ensure consistency between the annual budget law and the multi-annual objectives.
