 This investment supports energy renovations in public buildings, including in public administration, educational, social care, sports, health, cultural or public service. At least 1,230,000 m2 of public buildings shall be renovated, achieving on average a primary energy demand reduction of at least 30 % verified by energy performance certificates.

The measure aims to achieve (i) improvements in the use of water, materials, waste management and climate change adaptation; (ii) improvements in the accessibility of buildings; (iii) removal of hazardous substances and improving indoor air quality; and (iv) the conservation of buildings.

The implementation of the investment shall be completed by 30 June 2026.

Examples of investments at local level

Boosting the sustainability of maritime transport in Catalonia and Baleares: decarbonising maritime transport from onshore power connection of ships

This collaborative project between the port authorities of Catalonia and the Balearic Islands aims to decarbonise port activity, reducing both noise and environmental pollution, and improving air quality for the benefit of the public. Ships mooring in ports, will no longer use engines to source electricity as they will have onshore electrical connection systems. Vessels shall be connected to the general electricity grid after mooring. This technique, known in English as cold ironing, is an alternative for vessels to be connected in the port while maintaining the machinery stopped. This project is part of a State-level plan which foresees that all ports in the country will be electrified by 2030. In the case of the Port of Barcelona, this project will receive an investment of EUR 110 million from the Recovery and Resilience Facility in onshore power supply, using clean energy with 100 % renewable origin certification.

Rehabilitation of a public building to bring together the social and cultural life of a municipality of 3.000 inhabitants in Osona (Barcelona)

This project, financed through the Public Buildings Renovation Programme (PIREP) under the Recovery and Resilience Facility, provides for the renovation of the Arca de Noé de Sant Julià de Vilatorta building for public library and consultancy services. In line with the criteria of sustainability, beauty and inclusion of the New European Bauhaus, this novecentist public building will become the centre of cultural and social life in Osona, a town of over 3,000 inhabitants. It will also become a key meeting point for the students of the El Roser de Bellpuig and Les Margues schools. The actions include: the installation of a geothermal system, photovoltaic panels and centralised control of consumption with a drastic reduction in CO2 emissions; comprehensive intervention on the first and second floors to transform them into a small but versatile and functional library with natural light as a whole; or the appropriateness of shared access on the ground floor for the medical practice.

Antiguo Colegio de Huérfanos Ferroviarios de León (Castilla y León)

In the context of the PIREP local scheme, the municipality of Leon will receive EUR 2.9 million from Recovery and Resilience Facility for the rehabilitation of the former College of Railway Orphans.

The Recovery and Resilience Facility-funded action will affect more than 5 million m2 of the building that hosts the local police headquarters, as well as spaces for city associations and sports areas. It includes measures to improve insulation of facades and roofs, replacement glass, solar protection devices, installation of photovoltaic modules, replacement and upgrade of thermal installations and lifts, improvement of the environmental sustainability of the building: installation of vegetation, electric vehicle charging stations and car parks for alternative means to car, accessibility on routes, toilets and public attention points, improvement of information and signage for accessibility and protection against humidity. In addition to improving indoor air quality, improved noise and light comfort protection and asbestos substitution. Shortcomings in the protection of the roof structure and renovation of elements of the electrical installation will be corrected. Actions aimed at reducing energy consumption will reach a minimum saving of 30 % and will bring the use of non-renewable energy to below 6 %.

Energy-efficient rehabilitation of two public schools in Gijón (Asturias)

Two projects submitted by the city of Gijón have been awarded EUR 3 million each for the renovation of public buildings corresponding to the Los Campos public schools and the Castiello Special Education School in the context of the Recovery and Resilience Facility-funded PIREP local scheme. The rehabilitation of the Castiello Special Education School will use sustainable materials, moving towards a nearly zero-consumption building, and focusing on vegetation, as well as adapted and inclusive games. The works in Los Campos on early childhood education and primary education will allow the school to reconnect with the city.

Renovation Casa Consistorial Valladolid (Castilla y León)

Energy efficiency will be the main objectives of the Recovery and Resilience Facility-funded renovation of the Consistorial House of the city of Valladolid, which opened on 19 September 1908. The comprehensive reform includes all types of actions: replacement of window joints, rehabilitation of glasses, insulation, installation of air-conditioning systems, lifts, etc. In addition, the project will make it possible for citizens to access the building and its central courtyard, which is currently out of use. Recovery and Resilience Facility funds approved for this purpose in the context of the PIREP-Local programme on 25 October 2022 amount to EUR 2.7million.

Energy-efficient renovations to bring life back to two out of use historical buildings in Movera and Cartuja Baja (Zaragoza)

EUR 1.7 million from the Recovery and Resilience Facility will allow for two historical buildings not used so far to be renovated to allow for different uses. La Torre de Santa Engracia, in Movera, will receive EUR 1.1 million from the Recovery and Resilience Facility for energy-efficient renovations. The idea is to have it transformed into a novel concept of a socio-cultural centre that will bring together multidisciplinary activities – cultural, neighbourhood, sports and socio-economics – especially by making use of the open-air space in the area and with broad public participation.

The city of Zaragoza has also received EUR 562,875 to transform the Celda del Prior in the Cartuja de la Concepción into a social centre with inter-generational participation, as well as into a pilgrim hostel in the Camino de Santiago.

  • Refurbishment of the old El Carmen Provincial Hospital, built in 1978 and empty since 2003. 

The project consists of the integral refurbishment of the former El Carmen hospital to convert it into an administrative building for multiple provincial services of the Junta de Castilla La Mancha, and its exterior urbanisation in Ciudad Real. 

The project has an investment of 30 million euros from the Recovery Plan.
