In order to provide support and guidance to educationally vulnerable students and to reduce school dropout and early school leaving rates, Spain is investing in the expansion of the current program for educational guidance, advancement and enrichment (PROA+). The investment is part of Component 21: Modernization and digitization of the education system, including early education from 0-3 years of age of the Recovery, Transformation and Resilience Plan. It focuses on providing resources to the centers that are committed to adapting the center's Educational Project to the needs of the students (through contract-program or similar collaboration agreements between the educational centers and the Educational Administrations that reflect the commitment to achieve certain objectives in each center and the actions and resources for their attainment), offering an open, stimulating place for learning in which the methodologies of personalized learning adapted to the needs of all the students are reinforced in order to reduce school failure and early school dropout. The Program is aimed at centers with special educational complexity, including centers located in rural areas. These are centers with a significant number of students in a situation of educational vulnerability, who show a series of difficulties or obstacles throughout their school career; these obstacles, both personal and social, hinder the development of their learning process. In most cases, it coincides with educational centers located in socially disadvantaged habitats and with students belonging to families with a low socioeconomic and educational level. To carry out the implementation of the investment earmarked for the program, territorial cooperation is established with the Education Administrations of the Autonomous Communities, within the framework of the Sectorial Conference of Education which, after authorization by the Council of Ministers, approves the requirements, criteria for territorial distribution of the financing and monitoring of the execution; and, subsequently, it is published in the BOE (Official Journal). The Ministry executes the investment, as educational Administration, in Ceuta and Melilla. Finally, the technical cooperation on the program is developed and the mechanisms for monitoring and verifying its execution are carried out. Total funding for the period 2021-2024: 360 million Euros, of which 320 million Euros come from the Recovery and Resilience Mechanism and 40 million Euros from the General State Budget.
