The objective of this measure is to help foster the circular economy in Spain, by financing projects designed to implement the national waste regulation framework and to achieve EU objectives in the area of waste, as well as innovative circular economy projects in the private sector to facilitate the transition towards the circular economy. The measure shall support the upgrade of existing separate waste collection systems, and investments in collection points to enhance recycling, the construction of new waste treatment plants and the increase of resource efficiency in existing mechanical biological treatment plants, without increasing their lifetime or capacity (to be verified at plant level). Examples of investments at local level: Promotion of differentiated selective collection in Vilanova i la Geltrú The city of Vilanova i la Geltrú, in the Garraf region, will double the level of selective collection of municipal waste in three years, through the implementation of three collection models that adapt to the needs of the different neighbourhoods and that differentiate between home and commercial collection. In areas identified as low-complexity, door-to-door collection of five fractions is implemented; in the most complex areas, a mixed model integrating door-to-door for packaging, paper and cardboard and the collection of organic fraction and glass with closed containers with user identification; and, in scattered urban areas, there will be closed container blocks with access control and surveillance for all disposable items except glass.
