In response to the request from the European Commission within the framework of the new RepowerEU chapter, which allocates funds to cover the fight against skills mismatch phenomena and support dynamic alignment processes of skills supply and demand in key sectors of transition and growth, on March 29, 2024, following agreement in the State-Regions Conference, the New Skills Transition Plan and its corresponding Roadmap were adopted by joint ministerial decree signed by the Minister of Labor and Social Policies and the Minister of Economy and Finance.The Plan, in coherence and integration with what is already provided for in the context of the National Recovery and Resilience Plan (NRRP), aims to introduce stable mechanisms to contain and counteract the phenomenon of misalignment between labor market demand and supply, namely the mismatch between the skills and competencies required by companies and those actually possessed by job seekers or already employed individuals (the so-called skills mismatch), also with particular attention to key sectors of smart and sustainable growth, including the green sector.With its adoption, the New Skills Transition Plan complements the 2021 New Skills Plan (NSP), jointly constituting the regulatory framework for vocational training at the national level.While the NSP continues to serve as the reference document to guide interventions for updating and qualifying/requalifying, outlining general principles, objectives, and essential levels of performance in accordance with which training must be designed and delivered, the NSP-T aims to complement this framework with a series of tools, often the result of good practices developed at the regional level, specific for the analysis and counteraction of the skills mismatch phenomenon, particularly in the emerging sectors of the green economy.
