Copyright: Croatian government This reform introduces a new legal framework through which the authorities improved the pay system, leading to a harmonisation of numerous pay grades and bonuses. Overall, the reform will standardise salaries in the entire public sector (almost 240,000 employees). There were more than 4,500 different combinations of job posts and wage levels in the system across civil and public services. Through the reform, the harmonisation will bring down this number to 1,385 posts under the new system. Concretely, this is achieved by introducing a band of 16 salary grades with a set range of hybrid coefficients through those grades. The new system now includes features such as a grading system, a job complexity evaluation methodology and job coefficients that aims to reflect the complexity of each job position. This makes the system fairer, moving it closer to achieving an equitable system that rewards ‘same jobs with the same pay’. It also incorporates performance incentives to make sure that the best public employees get rewarded.
