The National Plan to fight Undeclared Work aims to achieve two targets: firstly, an increase of at least 20% in the number of inspections compared to the average during the period 2019-2021, and secondly, a reduction of at least two percentage points in the incidence of undeclared work in the economic sectors affected by the reform. In order to reach these objectives, the National Plan to Combat Undeclared Work for the triennium 2023-2025 was developed. It was adopted through ministerial decree 221/2022 and subsequently updated by decree 58/2023.In line with the provisions of the Plan, "undeclared work" refers to the phenomenon of irregular work in a broad sense. This includes not only undeclared work, which refers to activities carried out without the necessary notifications to the competent authorities, but also employment relationships that, although formally declared, do not comply with the regulations aimed at protecting workers.
