Law on the acceleration of renewable energy production

Adopted in March 2023, the Law on the acceleration of renewable energy production aims at solving the main bottlenecks that currently hinder the deployment of renewable energy: it is expected to facilitate the granting of permits and define “acceleration zones” conducive to the rapid development of projects, in particular for wind power, solar (including thermal, photovoltaic and agrivoltaic) and methanization. 

In terms of procedures, the Law is expected to establish a single entry point for the examination of permit applications (the “referent préfectoral”, who represents the State at regional or local level). It is also expected to promote the involvement of all municipalities in the identification of “acceleration zones”. 

Several far-reaching legislative provisions have already entered into force: 

  • The territorial planning of renewable energies, involving all representatives of municipalities and territories; 
  • The acceleration of off-shore wind planning, following public debates launched on the four coastal areas of France
  • The simplification of the installation of photovoltaic panels
  • The development of collective self-consumption
