Italian National Digital Data Platform

Data and interoperability (Mission 1, Component 1, Investment 1.3, Sub-investment 1.3.1)

Italy's Recovery and Resilience Plan provides this investment to ensure the full interoperability of key datasets and services across central and local public administrations.

The measure envisages the development of a National Digital Data Platform (“Piattaforma Digitale Nazionale Dati”) that shall guarantee the interoperability of datasets through a catalogue of Application Programming Interfaces (APIs) shared across central and local administrations (Investment 1.3.1). When built, this platform shall guarantee the interoperability of datasets through a catalogue of Application Programming Interfaces (APIs) shared across central and local administrations. The Platform shall be fully compliant with EU law.

The investment is financed by Italy’s Recovery and Resilience plan by EUR 556 million.

This project aims to enhance Rome's information capital by improving the efficiency of administrative actions, reducing data requests from citizens, and fostering new business development opportunities. This will be achieved through the interoperability of simple public services that implement the "once only" principle.
Measure 1.3.1 specifically involves providing and activating e-services on the Italian National Digital Data Platform (PDND), managed by PagoPA.
The PDND offers: authentication, authorization, and tracking; shared rules; and a growing API catalogue. Publishing uniform APIs on the PDND will maximize interoperability and allow for aggregated requests to suppliers, thereby increasing investment effectiveness.
Roma Capitale will integrate with the PDND by providing seven APIs. The activation of these e-services on the PDND platform will involve the following macro-activities:
- Completing the onboarding process
- Developing services and their corresponding APIs
- Publishing APIs on the PDND Testing Platform
- Publishing APIs on the PDND Production Platform
Roma Capitale commits to activating all identified e-services by December 2026 at the latest, and to making them visible and active in the API Catalogue of the PDND Production Platform.
