Improving the permit granting procedures for renewable energy projects

The objective of this reform is to support the deployment of renewable energy projects by simplifying permit grant procedures.

Solar energy installations have increased substantially over the last years, but constraints on grid capacity hinder further and rapid deployment. The government has therefore introduced a rule that temporarily restricts these new residential photovoltaic systems for supplying energy to the public grid. The reform in the Hungarian Recovery and Resilience Plan introduces a transparent and objective system, according to which it will be reviewed every six months by region whether the restriction can be lifted. A report will be published, which indicates the regions that become available to receive power from new residential PV installations. The same report will also describe the technical measures that need to be carried out by the operators before the restrictions can be lifted. On this basis, the ban will be gradually lifted region by region and will be removed in the entire country by December 31, 2024, at latest.

On March 31, 2023, the Hungarian government passed a decree outlining the process for lifting the ban on residential PV systems from feeding into the public grid. Based on the data provided by the distribution system operators and the transmission system operator by July 31, 2023, the Energy Authority will provide its review on the possibility of lifting the restriction by region to the Ministry of Energy by August 31, 2023. On this basis, the government will eliminate the ban for the region, where technically possible.
