Healthcare system reform

The objective of the reform is to ensure a high-quality, accessible, efficient and financially stable healthcare system.

The reform includes amending the legislative framework in the health sector and the entry into force of the revised Health Care and Health Insurance Act. The reform will introduce targeted systemic measures to finance the health system, the network of providers, accounting and recruitment models.

It shall ensure the financial sustainability of the health sector, maintain a broad basket of rights under the compulsory health insurance scheme, and improve the management and performance of the healthcare system. The reform also includes the establishment of an independent body monitoring quality and safety in the healthcare system. The independent body - Office of the Republic of Slovenia for the Monitoring, Quality and Investments in Healthcare has been established.

In September 2024, a public debate took place on the proposal for a Health Services Act. In January 2025, the Economic and Social Council endorsed the proposal and the Government adopted the bill. The bill was therefore also submitted for adoption to the National Assembly of the Republic of Slovenia in January.

2nd April 2025 National Assembly passed on a reform Health Services Act, a cornerstone of the government's health reform efforts, which will end the entrenched practice of doctors working in both the public and private sector that the government sees as one of the main causes of the current woes in public healthcare.
