Ensuring the financial sustainability of the health system

The goal of the reform is to strengthen the financial sustainability of the healthcare system. The reform revised the legislative framework to address the unsustainable rise in arrears, inconsistent procedures and the procurement of costly medicines in the health system. Changes in legislation contribute to the financial sustainability of the public health system, by improving the organisation of emergency medicine activities of the Institute for Emergency Medicine, the reorganisation of the public health service with a particular focus on prevention and early diagnosis, improving the response in emergency and special circumstances (pandemics).

Additional effort was achieved by transferring hospitals management rights, to achieve efficient and effective use of existing capacities, and improving the availability and quality of healthcare by reorganising the hospital management model. The functional integration of a more than eight hospitals has been successfully completed.

Certain provisions addressed shortening the time on waiting lists for individual medical services, optimisation and better distribution of available healthcare resources from compulsory health insurance to achieve more accessible health services for insured persons. Strengthening financial management provisions while guaranteeing financial capital for the purpose of achieving financial stability of the public health system was also one of the main features of the reform.
The Health Care Act and Compulsory Health Insurance Act were adopted by the Croatian Parliament in March 2023.
