Electronic identity card and digital signature

The project aims to support the transition and adoption of the electronic identity card (e-ID card) by the Romanian citizens. The investment is key for facilitating the digital interaction between the public/private entities and citizens.

The investment consists of:

  • the delivery of 5 million electronic identity cards during the national recovery and resilience plan implementation. The electronic identity card shall store two digital certificates: i) one which shall make possible the authentication for using public administration online services, usable from the moment the electronic identity card is issued and ii) an optional one for the qualified electronic signature issued by qualified certification service providers, available to be purchased by the citizens;
  • the development and implementation of 11 online public services, with at least level “3” of sophistication that shall be accessible using the electronic identity card. These online public services shall include the following components: IT & C infrastructure for the development, delivery and enhanced continuity of the services accessed through an electronic identity card, virtualisation solutions for improving the availability of the infrastructure in order to ensure the access to electronic services, expansion of the current “back-up and disaster recovery” with modular solutions;
  • the development of an early warning system regarding security risks (including cyber risks);
  • the implementation of an awareness campaign encouraging the widespread use of electronic identity card and implicitly the associated electronic public services.

The implementation of the investment shall be completed by 30 June 2026.

The investment has been fully contracted, a total of 2 contracts and 1 financing decision corresponding to 3 projects have been signed.

Implementation status: The technical and infrastructure components necessary for issuing the e-ID card have been finalized and operationalized.

Currently, final testing of the technical solutions implemented by the provider across the whole e-ID card issuance workflow is ongoing and will continue. At the same time, the first business analysis versions for 3 electronic services and beta versions for 2 of the 11 electronic services to be deployed have been carried out, as well as authentication and electronic signature tests performed with the new e-ID specimens, which have been successful.

Developments will continue in the coming period.
