Disaster management center in Daugavpils city (Siguldas iela 20, Daugavpils). Disaster management system adaptation to climate change, rescue and rapid response services

The general objective of this measure is to contribute to climate objectives by strengthening the response capacity of disaster and fire rescue services.

The measure shall contribute to climate adaptation by shortening the response time of fire rescue services (in the framework of a more general reform integrating different services of the Ministry of the Interior under one roof).

The measure is also expected to contribute to climate mitigation by moving these services to new energy efficient buildings.

The measure consists of the construction of new energy-efficient disaster management centres.

The new energy-efficient disaster management centres will be built as modules.

Category A module type disaster management centres are planned to be constructed in the most densely populated areas of Latvia with the highest number of emergency calls and the largest number of special transport specific units.

Within the framework of the Recovery and Resilience Facility, it is planned to establish one category A energy-efficient disaster management centre.

Category B, C and D module type disaster management centres are to be constructed in cities with relatively lower population density and fewer emergency calls.

Currently, work is underway on the signing of an agreement between the State Security Agency and the Ministry of the Interior. In parallel, the evaluation of bids submitted for the construction of new buildings for disaster management centres is being carried out.

The construction works are planned to be completed by 2026.
