M177 - Interactive and collaborative platforms for standardised human resources management in central public administration are established and operationalised

The investment consists of operationalising two interoperable platforms (E-ANFP and SIMRU):

E-ANFP – development and extension of the civil service management platform (central, territorial, local level) for all career processes (recruitment, assessment, promotion, exit from the public system, based on a standardised competency framework and job descriptions) and interconnection with collaborating institutions.

- The implementation of the Document and Workflow Management System - DMS, including Functional Modules and Data Migration – Analytics Activities. The transition to production of the DMS platform was on August 5th, 2024.

-  Data migration and E-ANFP system development services - WEBSITE configuration (part of the System Improvements chapter) - and analysis process for the development of the Mig and Portal application.  The transition to production of the wesite https://www.anfp.gov.ro/  was on August 27th, 2024 .

SIMRU (Integrated Human Resources Management System) – development of the internal management platform for public authorities for human resources processes (personnel data management, organisational management, time management, objective setting, and reporting).

- The service contract for the Development and implementation of interactive and collaborative platform for standardized human resources management in the central public administration (SIMRU) is to be concluded following the award of services public procurement procedure for development of SIMRU.
