The aim of this reform is to increase the transparency of public procurement, as well as to facilitate independent oversight and analysis of procurement competition by making procurement data publicly and freely accessible in a machine-readable format suitable for bulk download through the development of the Electronic Public Procurement System (EKR).Through the EKR, all notices related to the awarding of contracts for public procurement procedures must be regularly published in a structured format, allowing for the search, bulk export, and machine processing of all data related to these contract award notices. In this database, every economic operator – including individual members of consortia – must be identifiable by a unique identifier. The regularly updated database must be accessible to anyone and downloadable from the EKR homepage without registration.
