Developing performance human resources management in the public sector

Milestone 417 - Completion of at least two national civil servant recruitment competition annually for a minimum of 3 civil service categories/ grades (Q4 2023), Budget 8.000.000 EURO (M416 și M417).

The following shall be carried out: (1) Approval by the Government of the procedure for the organisation and conduct of the national competition extended to the other categories of general civil service in the public administration (besides the ones subject to piloting) in accordance with the legislation in force.

(2) Analyses performed based on data collection, studies, surveys, recruitment plans to establish how to operationalise the national competition carried out before the draft legislative act is prepared.

(3) Organisation and completion of two national competition rounds.

The period for the submission of applications by potential candidates for the vacant public positions of professional grade entry-level and assistant was February 9 - February 28, 2024:
- 1174 persons applied for the public positions of entry-level category; 
- 627 persons applied for the assistant category; 
The period for the submission of applications by potential candidates for the vacant public positions of directors and deputy directors was 12 February - 4 March 2024
- 152 persons applied for directors and deputy directors category.
Following the eligibility check, the situation of the candidates admitted was: 1020 candidates admitted for entry level public positions, 415 candidates admitted for assistant public positions, 97 candidates admitted for director and deputy director public positions.

Total admitted candidates: 1531 Preliminary testing and advanced testing were conducted in 8 regional testing centers (2 centers in Bucharest and 1 for the following: Constanța, Suceava, Cluj-Napoca, Timișoara, Ploiești, Brașov, Craiova-Ișalnița) and consisted of solving grid tests.

The first 2 rounds of national competition, for 4 categories of civil service positions (round 1 - entry-level, assistant, round 2 - director and deputy director) were completed.

2. Amendment and completion of Government Emergency Ordinance No. 57/2019 on the Administrative Code including provisions designed to clarify the legislative process and facilitate the implementation of the national competition
3. Elaboration of the Civil Servants Recruitment Plan for the period 2024-2025, on the basis of which the following rounds of national competitions will be held.
