Deployment of the Government Cloud Infrastructure

The objective of this investment is to deploy the government cloud infrastructure, using secure and energy-efficient technologies to ensure the safe, interoperable and standard character of the public data.

The implementation of this investment shall include:

1. the construction of Tier IV data centres by design for the two main data centres and Tier III by design for secondary ones,
2. provision of specific communication and information technology infrastructure,
3. development and expansion of the support infrastructure (electricity, physical security measures),
4. deployment of scalable and high-availability IT&C infrastructure in each data centre.

The data centres shall be compliant with the “European Code of Conduct on Data Centre Energy Efficiency.

This implementation of this investment shall be supported by an assessment performed by an external consultant which is expected to provide the strategic and technological options and the legislative and regulatory package to determine the achievement of the Government Cloud, the possibilities for the construction, delivery, installation and operation of civilian and technological infrastructures in accordance with the deadlines laid down in the Plan, mapping of public digital applications/services currently offered by state authorities of, design of processes and procedures implemented in production and/or at implementation stages and the cloud development/migration plan of the mapped applications.

At least 30 public institutions shall be connected and use the Government Cloud.

The implementation of the investment shall be completed by 31 December 2025.

The government cloud is the fundamental deliverable of the investments in the digital transformation of Romania from the National Recovery and Resilience Plan (PNRR) Component 7 – Digital Transformation, which will bring together the institutions of the central public administration in a secure and consolidated IT architecture.

In the meeting of June 27, 2022, the Government of Romania approved the Emergency Ordinance 89/2022 regarding the establishment, administration and development of infrastructures and cloud IT services used by public authorities and institutions.

The government cloud is operationally managed by ADR and consists of a set of IT, communications and cyber security resources, owned by the Romanian state, interconnected at the service level with public clouds and/or private clouds.

The operational government cloud will produce benefits such as reducing costs and increasing the quality of public sector activities, in terms of the provision of public services and the accessibility of e-government services.

The government cloud will facilitate Romania's transition to a data-based, secure and dynamic economy, a digital economy aligned with the strategic directions of action of the European Union.

The government cloud ensures the interconnection of digital systems of the public sector, with concrete benefits for citizens:

• One-stop shop – direct access to all public services, by integrating the 36 life events and e-government services in a single platform;
• The Romanian state, accessible at a click away - the citizen will be able to request and receive documents from anywhere, anytime;
• Saving time - no queues, no physical travel to public institutions;
• Traceability – the citizen will be able to have a history of his interactions with the administration;
• Journalization - data processing will be made transparent, at the level of the IT systems of the beneficiary public institutions, so that citizens have the opportunity to visualize data access;
• Security – the government cloud will benefit from the most advanced cyber security systems available
