Plan for nurseries and preschools and early childhood education and care services (Mission 4 – Component 1 - Investment 1.1)

Italy’s Recovery and Resilience Plan includes an investment plan for the 0-6 age group, aimed at increasing the supply of childcare facilities by building, renovating and ensuring the safety of nurseries and preschools, to ensure an increase in the educational offer and the available slots for the 0-6 age group, and thus improve teaching quality. The measure is expected to encourage women’s participation in the labour market and support caregivers in reconciling family and professional life.

The investment is financed by Italy’s Recovery and Resilience plan by EUR 3.2 billion.

As part of this investment, the project for the new school building complies with the minimum structural and organizational requirements established by Regional Resolution DGR 2662/2019 and the latest MIUR (Ministry of Education) Guidelines, currently under revision.

The new single-story building ensures full accessibility, continuity with the existing structure, and maximum safety for children. It will be located on the eastern side of the school grounds, currently used as a landscaped garden, and will be connected to the existing building by a covered glass corridor. This link will enable the shared use of common areas, laboratories, staff rooms (including offices, classrooms, changing rooms, and restrooms), and the kitchen. Meals for the 0–3 age group will be prepared in the existing building’s kitchen, where food from an external service is reheated and portioned before being served in the classrooms.

The new volume, designed as a regular-shaped parallelepiped, can be constructed while isolating the work area from the existing building, allowing the latter to remain operational during construction.

At the center of the new building is the Agorà, the core of the school, around which four classrooms with dedicated restrooms and two rest/sleep rooms (also usable as laboratories) are organized. The facility will accommodate up to 64 children, divided into four sections of 16, each supervised by two educators. All rooms face the outdoor garden, with covered porticoes ensuring year-round access to outdoor activities in well-equipped and planted spaces.

The classrooms are oriented south and east for optimal sunlight, while the rest areas and staff rooms are located on the north side. An entrance hall provides space for lockers and strollers before entering the Agorà.

The 0–6 Early Childhood Education Center will share not only the educational program but also laboratory spaces, kitchen and meal service, administrative offices, staff areas, medical room, laundry, and storage facilities. The project is fully financed through the Recovery and Resilience Facility with EUR 1,083,500.00.
