Creating systemic conditions for investment growth

The objective of the reform is to increase public and private investment by simplifying procedures in the area of construction and spatial planning and by reforming the public procurement system.

The amendments of the Construction Act and the amendments of the Spatial Planning Act, both adopted in December 2021, improve spatial planning instruments, establish more efficient management of national and municipal spatial planning, and enable digitalisation of key spatial data used for the preparation of spatial planning documents. The amendments accelerated the issuance of permits, while protecting the public interests and providing legal certainty for all actors involved in construction.

The reform also consists of measures to improve the public procurement system in Slovenia. The Public Procurement Act was amended in July 2021, with the aim to increase digitalisation and competition in public procurement procedures and reduce single bids.

This reform also ensures the alignment of Slovenia’s public procurement databases with the European Commission’s database and transmission of the data necessary for the full publication of public procurement indicators in the Single Market Scoreboard.

The reform also established a Public Procurement Academy to increase the level of professionalisation through continuous quality education and training for those involved in the implementation of public procurement.
