Creating an environment for the use of e-services by public administration

The aim of the reform was to provide an appropriate legal basis for public administration e-services, in particular for the introduction of e-identity services.

To this end, the National Assembly of the Republic of Slovenia approved an amendment to the Identity Card Act, which entered into force on 3 April 2021, and adopted the Electronic Identification and Trust Services Act, which entered into force on 7 August 2021. A Regulation laying down electronic identification means and the use of a central service for online login and electronic signatures was also adopted and entered into force on 18 March 2022. A Decision on the use of identity cards for electronic identification purposes was also adopted and has been in force since 26 March 2022.        

Slovenia started issuing the e-identity card on 28 March 2022.

The new functionalities of the e-identity card allow users of electronic services to have all the necessary means to identify themselves in a single document, both physically and in the electronic world. All advanced electronic services need reliable information about the identity of the user in order to build trust and prevent misuse, which is particularly important in situations where personal data are processed. The high level of assurance electronic identification means thus enables citizens to use electronic services that require unambiguous identification, while the low level of assurance electronic identification means will be used to carry out procedures where the electronic identification means itself is sufficient to convey identity.

The e-identity card also is also the holder of a qualified electronic signature certificate allowing citizens to perform an electronic signature equivalent to the handwritten signature.

Slovenia will also notify identity card as an electronic identification scheme for the use of electronic services in other EU countries, allowing citizens to engage in cross-border e-commerce in procedures that require the highest level of assurance.
