The objective of the reform is to broaden the scope for implementing measures and projects to improve energy efficiency and the use of renewable energy in a context of limited financial resources. Bulgaria introduced amendments to the Energy Act and relevant secondary legislation to enable the use of Energy Service Companies (ESCO) models for covering the financing for energy efficiency renovations and renewable energy installations through the energy bills.
