The objective of this investment is to increase the advanced digital skills of the civil servants, aiming to support the digitalisation of the public services by improving the availability of qualified workforce for internal IT&C operations.

The investment consists in trainings for 30.000 civil servants in advanced digital skills and for 2.500 civil servants for the development of leadership and talent management skills in the context of new technologies and digital transformation. A training needs analysis was conducted and published on the institutional site.

The implementation of the investment shall be completed by 30 June 2026. Currently the training activities are carried out.

sessions for the development of advanced digital skills for the group of 30.000 civil servants starded in June 2024 and up to 30.08.2024 being certified 2.717 persons.  By 29.11.2024, 8.840 civil servants had been certified, with approximately 2000 more enrolled in the training sessions of December 2024.  Out of the certified civil servants:

- 3407 have followed the "Back Office in the context of

- digitalization of public administration" training program,

- 3014 have followed the "Management in the context of digitization of public administration" training program,

- 1344 have followed the "Financial in the context of digitization of public administration" training program,

- 1075 attended the "Communication in the context of digitization of public administration" training program.

Training sessions for the acquisition of advanced digital skills (DigComp level 5) are organized both for general training programs in the context of digitization of public administration and for specialized training programs in the ICT field, they last between 40-175 hours and take place both face-to-face (20%) and online/hybrid (80%). Groups consist of 25 participants for physical/hybrid sessions and 50 participants for online sessions.

Training sessions for the development of leadership and talent management skills in the context of new technologies and digital transformation started in February 2024. and up to now being certified 806 persons. By 06.12.2024, 1582 civil servants had been certified, with another 46 enrolled in the training sessions of December 2024.

Leadership and talent management in the context of new technologies and digital transformation have a duration of 40 hours and have been/will be delivered both in a fully physical format (20% - realized/completed) and in a hybrid/online format (80% - in progress). The training modality includes 40% theoretical and 60% practical training. Groups consist of a maximum of 25 participants for physical/hybrid sessions and 50 participants for online sessions.

Ongoing to sign inter-institutional collaboration protocols in order to ensure the participation of civil servants in the training sessions, with 972 protocols for interinstitutional collaboration signed by 18.12.2024. With a total of 10.422 civil servants certified in both batches, the first intermediate target has been reached: T185.1 (Q4 2023): 8,000 civil servants have completed a digital training course.
