Ensuring EU policies deliver results 

To deliver on EU policy objectives, implementation is key. 

With that in mind, the Commission designs its proposals to ensure simplified procedures and legislation that are fit for implementation in the Member States. 

 To enhance competitiveness and ensure better implementation, the Commission: 

  • Works closely with Member States
  • Invests in administrative capacity, digital tools and access to data and evidence
  • Engages more effectively with stakeholders
  • Applies swift and resolute enforcement action 

Implementation support focuses on the support provided by the Commission to the Member States in enhancing administrative capacity, digital tools, and access to data through several means, tools and programmes.  

To help Member States anticipate implementation challenges and implement EU legal acts, the Commission prepares implementation strategies including support measures and compliance-promotion actions. In addition, the Commission also provides an explanatory template and a transposition roadmap to be complemented by Member States. 

The Commission has put in place the Technical Support Instrument - a tool that helps Member States deliver reforms and implement EU policies and laws at large with minimal burden to Member States. The European Administration space (ComPAct) provides the framework for support actions to strengthen administrative capacity at national, regional and local levels. 

 As part of the new initiative to simplify and better implement EU legislation, each Commissioner and Executive Vice-President will carry out two Implementation Dialogues every year to gather input and feedback from stakeholders.

Partnership and co-ownership 

Achieving the simplification and implementation goals requires a strong commitment at European, national and regional levels, as well as from stakeholders and local authorities. 

To present the progress and ensure cooperation with the other EU institutions, all Commissioners and Executive Vice-Presidents will present an annual progress report on enforcement and implementation in their area to the respective Parliament Committees and Council configurations. The Commission will work closely with Parliament and Council, including by renewing the Interinstitutional Agreement on Better Lawmaking to clarify how to achieve best the simplification and implementation goals.
