Outlook

In 2022, the Commission will continue important implementation work in the area of communications networks, content and technology.

Per policy sector, the Commission will work as follows:

  • On the Open Data Economy, the Commission will follow-up on open infringement cases against Member States who have failed to notify measures transposing the Open Data Directive (Directive (EU) 2019/1024), whose transposition period expired on 17 July 2021, and carry out conformity checks of the notified transposition measures.
  • On copyright, the Commission will pursue infringement proceedings for lack of transposition against those Member States that continue to fail their obligation to communicate the national transposition measures for Directive (EU) 2019/789 and Directive (EU) 2019/790.
  • On Audio-visual and Media, the Commission will pursue infringement proceedings for lack of transposition against those Member States that continue to fail their obligation to communicate the national transposition measures for Directive (EU) 2018/1808.
  • On the European Electronic Communications Code, the Commission is carrying out an extensive implementation checking exercise as part of the conformity checks pertaining to the provisions of European Electronic Communications Code (Directive (EU) 2018/1972).
  • On Information society services and online platforms, the Commission will continue monitoring the implementation of the Geo-Blocking Regulation (Regulation (EU) 2018/302) and of the Platform to Business Regulation (Regulation (EU) 2019/1150). The Commission will also work on the additional institutional and administrative set up needed for the implementation and enforcement of the two adopted Commission legislative proposals - the Digital Services Act and the Digital Markets Act -, aimed at creating a safer and fairer online environment. Both proposals are currently under negotiation by the co-legislators.
  • On Web Accessibility, the Commission will continue the conformity checks of the Web Accessibility Directive (Directive (EU) 2016/2102), and carry out a review of the application of the Directive, taking into account Member States' reports on the outcome of the monitoring and the use of the enforcement procedure provided for in the Directive.
