Join the session on the rollout of the High Frequency Procurement Strategy on 30 January

The Directorate-General for Digital Services (DIGIT), acting as the lead contracting authority for procurement of ICT Professional Services within the European Commission and as a key player serving other European Union Institutions, Bodies, and Agencies (EUIBAs), invites all interested economic operators to participate in an awareness session dedicated to High Frequency Procurement strategy from the perspective of DIGIT’s professional services (Proserv) broker.

During the session, DIGIT will:

  • Reflect on the procurement changes that happened since the previous session
  • Provide insights to the next phases of the implementation of the strategy
  • Review the standard competition types introduced in the context of the strategy (agile, activity based)
  • Present a forecast of the pace at which competitions will be launched in 2026

DIGIT acknowledges that the new approach — shifting from large framework contracts towards High Frequency Procurement competitions — requires clear communication to ensure transparency. In this regard, DIGIT will share relevant information on how economic operators can prepare for these future opportunities.

The session will also highlight how the framework contracts launched by DIGIT are positioned in relation to this approach.

The awareness session will take place on Friday 30 January from 15:00 to 16:00 CET via Webex. Each economic operator/company should be represented by max. two people.

From EU-IXP to TESTA-EIRIS – name change and planning

The Commission initially introduced the term “EU Interconnectivity eXchange Platform (EU-IXP)” to highlight the network’s new capabilities. However, this name departs significantly from the recognised TESTA brand and risks causing confusion among stakeholders who are familiar with the existing service. The acronym “IXP” is also commonly associated with Internet Exchange Points, creating further ambiguity and lessening the distinction of the Commission’s offering. To keep TESTA’s established reputation while signaling a renewed vision, the Commission will be using the name “TESTA-EIRIS (Enhanced Infrastructure for Reliable Interconnectivity and Security)”. This new designation incorporates the existing brand identity, underscores the evolution of the platform’s capabilities, and maintains clarity for current and prospective stakeholders.

The Commission is thanking all the participants to the market consultation. Following in-depth analysis and taking into account the input provided in the written surveys, the Commission finalized defining the requirements for the new platform.

As next step, the Commission is planning to launch in Q3 2025 the procurement procedure for the TESTA-EIRIS backbone services. The competition will be launched via the TELECOMMUNICATIONS SERVICES DYNAMIC PURCHASING SYSTEM (TELCO DPS) ref. DIGIT/2022/DPS/0019 TELCO DPS in the Mercell Source-to-Contract platform. Only the registered and admitted entities to the TELCO DPS will receive the formal competition notice and will have the right to submit an offer for this specific procurement procedure.

DIGITAL WORKPLACE Services, Infrastructure and Connectivity Market Consultation

The purpose of this open market consultation is to gather feedback from economic operators potentially interested in participating as tenderers in future public procurement procedures for the provision future Digital Workplace Services (DWP) to be published not earlier than 2026. 

Interested companies can participate in the market consultation by filling it the survey available under this link: https://ec.europa.eu/eusurvey/runner/DWPservices_market_consultation until the 31st of August 2025.

The European Commission may then invite companies that have participated in the survey for an individual presentation session with framed questions that will be provided by the European Commission upfront. The purpose of the questions and the presentations will be to clarify information already provided in the replies to the survey if needed. These presentation sessions will take place between the date of filling in the survey by the individual market player and not later than 31 December 2025.

European Commission extends the scope of the DPS ITS to include datacentre infrastructure solutions 

On 17 December 2024 the European Commission extended the scope of the Dynamic Purchasing System for IT Supplies ("DPS ITS" - referenced DIGIT/2023/DPS/0002) to include datacentre infrastructure solutions (encompassing both storage and compute), associated equipment, and related services. 

The revised scope of the DPS ITS now covers the acquisition of:

  • End-user Information Technology (IT) equipment and associated services,
  • Infrastructure-related (managed) services, and their associated products, particularly those linked to a digital workplace context (i.e. group printing and imaging solutions),
  • Cybersecurity solutions,
  • Datacentre infrastructure solutions, associated equipment, and related services.

Following this scope extension, the estimated volume of the DPS ITS now amounts to 1,260,000,000 EUR.

The DPS ITS is open for applications until 06 April 2027. Economic operators can apply to participate at any time during its duration, in order to gain access to future competitions.
