The measure references mentioned below are those contained in the Annex to the Council Implementing Decision approving the Slovenian Recovery and Resilience Plan and allow for easy identification of the measures For more info on the reforms, please contact the Commission’s representation COMM-REP-LJUec [dot] europa [dot] eu (COMM-REP-LJU[at]ec[dot]europa[dot]eu) Digital transformation of the economy (business and industry) (reference C2.K1.RA in the SI Recovery and Resilience Plan) The digital transformation of the economy is supported by the adoption of the Strategy for the Digital Transformation of Enterprises, guidelines for innovative procurement, and the operationalisation of a single digital identity (e-identity) for companies. The Strategy provides for the transfer of different registers to one single business register. In accordance with the Strategy, at least 200 businesses shall acquire an e-identity. Copyright: Slovene government The Strategy also includes a roadmap for the implementation of the Common Union Toolbox for Connectivity, which focuses on activities relating to a single information point. This will be achieved through the adoption of a Digital Public Services Strategy 2021-2030 and the establishment of an Informatics Development Council as a coordinating body of digital solutions. It functions as a management body, coordinating operations related to IT investment in the public sector, to its standards, the back-office systems and other technological developments where compatibility of the systems is essential for their operation and maintenance. The Digital Public Services Strategy 2021-2030 was adopted in December 2022. It strives towards ensuring data for better services and decision-making, and providing a secure, trustworthy and inclusive digital environment. The basis of the reform was the adoption of a new Act on alternative investment funds in July 2022, regulating this type of investment. The next step will be adopting a broader strategy for the Slovenian capital markets, setting out specific measures, building on the results of the Structural Reform Support Programme project “Capital Market Enhancement and Development in Slovenia”. Copyright: Slovene government The reform consists of amendments to the Investment Promotion Act, adopted in December 2021 and the amendments of the Decree on the method of determining the conditions and criteria for allocating investment incentives and conditions for strategic investment, adopted in February 2022. These amendments will redirect government investment incentives towards capital-intensive, high value-added investments. The reform makes public support conditional on a specific set of environmental sustainability performance criteria. The reform entails the adoption of the Decree on development incentives for tourism in December 2021, which sets out sustainability conditions for public support in the sector. These include, inter alia, an energy performance certificate of at least class B for any renovations, obtaining at least one international eco-label, and for new buildings ensuring primary energy demand is at least 20 % lower than the requirement for nearly zero energy buildings. Furthermore, the data monitoring and analysis capacity of the Green Tourism Scheme shall be strengthened by mid-2024. The reform consists of the adoption of two ‘Debureaucratisation Acts’ packages of legislative changes aiming at regulatory simplification. The first Act was adopted in December 2021. Its aim is to reduce administrative barriers for businesses and citizens, simplify legislation, streamline the existing procedures and remove burdensome procedures through amendments and additions to laws covering several ministerial departments. The second Act, which should further reduce administrative barriers, will be adopted following a process of wide-ranging public consultations with NGOs, business representatives, trade unions, municipalities and others. The amendments of the Construction Act and the amendments of the Spatial Planning Act, both adopted in December 2021, improve spatial planning instruments, establish more efficient management of national and municipal spatial planning, and enable digitalisation of key spatial data used for the preparation of spatial planning documents. The amendments accelerated the issuance of permits, while protecting the public interests and providing legal certainty for all actors involved in construction. The reform also consists of measures to improve the public procurement system in Slovenia. The Public Procurement Act was amended in July 2021, with the aim to increase digitalisation and competition in public procurement procedures and reduce single bids. This reform also ensures the alignment of Slovenia’s public procurement databases with the European Commission’s database and transmission of the data necessary for the full publication of public procurement indicators in the Single Market Scoreboard. The reform shall also establish a Public Procurement Academy (planned in 2023) to increase the level of professionalisation through continuous quality education and training for those involved in the implementation of public procurement. A special law shall ensure more diversified financing sources, notably with the introduction of compulsory long-term care insurance. Copyright: Slovene government The main part of the reform is to establish an integrated long-term care system in Slovenia by the adoption of the Long-term Care Act. It also includes amendments to secondary legislation in the field of social security, the entry into force of a special law on compulsory long-term care insurance and the establishment of a national model for the monitoring of the quality of treatment by long-term care providers. The National model for monitoring the quality of treatment by long-term care providers was adopted in December 2021. It monitors the following indicators: number of injuries, number of fall injuries, number of deviations when administering medicines and number of users with infection with multiple resistant micro-organisms.
