The showcase of the projects on this page is without prejudice to any future assessment by the Commission in the context of the verification of the satisfactory fulfilment of milestones and targets pursuant to Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility. The investment will afforest or reforest a total of 56,700 ha of new areas and create a total of 3,150,000 m2 of new areas of urban forests, in compliance with the legal requirements laid down in the National Forest Strategy. The call for applications was launched and the submission of projects is ongoing. The implementation of the investment shall be completed by 30 June 2026. More information can be found on the project webpage here and here, and on social media here Copyright: Romanian government Modernisation and renewal of railway infrastructure (reference C4.I1 in the Romanian Recovery and Resilience Plan) The objective of this investment is to “modernise” the railway lines (including rail replacement, sleeper, substrate, electrification, consolidation/construction of bridges/bridges) in line with TEN-T standards, and to “renew” (replacement of rail, traverse, broken stone, thus bringing the line to constructive speed) and electrify specific railways sections. The European Rail Traffic Management System (ERTMS) is a single European signaling and speed control system that ensures interoperability of the national railway systems, increasing the speed of trains and the capacity of infrastructure. Romania will modernise 315 km of railway notably through the implementation of the ERTMS 2 standard. Several contracts have been already signed such as for quick wins or for the upgrade, electrification of railway tracks, ERTMS on the section Cluj-Napoca - Episcopia Bihor. The implementation of the investment shall be completed by 30 June 2026, with 50% of the works completed by 31 December 2024. More information can be found on the project webpage here and here. Development of sustainable road infrastructure on TEN-T network, road charging, traffic management and road safety (reference C4.I3 in the Romanian Recovery and Resilience Plan) The objective of this investment is to improve the quality and efficiency of the road infrastructure on specific sections of the TEN-T network, and to foster economic and social cohesion in particular in less developed and remote regions. The new motorways shall be built for a total of 429km by Q2 2026. Several contracts have been already signed such as for A3 highway - Nădășelu-Poarta Sălajului section (42km) or for A7 highway - Bacău – Pașcani section (77.40 km). More information can be found on the project webpage here and here Establishment of a renovation wave fund to improve energy efficiency of the existing building stock (reference C5.I1 in the Romanian Recovery and Resilience Plan) The investment aims to increase the energy renovation rate of multi-family buildings and public buildings in Romania, one of the EU countries most exposed to seismic risk and therefore in need of energy renovation and seismic renovation. The works shall ensure cost-efficiency, long-term effects and respect the aesthetics and architectural quality of the building, by taking into account the possible cultural protection requirements of renovation in the case of buildings belonging to cultural heritage. The investment shall also improve the accessibility of buildings by creating new facilities and adapting buildings to the needs of persons with disabilities as well as to the ageing population. The first contracts for improving energy efficiency have been signed. More information can be found on the project webpage here Energy renovation of buildings belonging to the Ministry of Internal Affairs (reference C5.I1 in the Romanian Recovery and Resilience Plan) A total of 25 buildings belonging to the Ministry of Internal Affairs will be renovated to become more energy efficient. Ten of the renovation projects concern rehabilitations of several offices belonging to the Romanian Police. These projects include the headquarters of the County Police Inspectorates, and the headquarters of the Municipal or City Police in the counties of Alba, Cluj, Galaţi, Mehedinţi, Sălaj, Sibiu, Timiș, Tulcea, where works will be carried out to increase energy efficiency and improve energy management. Two of the projects concern the renovation of the Prefect’s Institutions of Galați and Mehedinti. Also, works will be carried out to increase the energy efficiency at units of the General Inspectorate of the Romanian Gendarmerie in Brăila, Buzău and Suceava. Thermal rehabilitation and modernisation of construction works will be carried out at the General Inspectorate for Emergency Situations headquarters in Bacău, Brașov, Covasna, Harghita, Maramureș and Neamț, and at the of General Inspectorate for Emergency Situations logistics base in Bucharest. All contracts with the beneficiaries have been signed and the works have already started for several buildings. More information can be found on the project webpage here Additional capacity for electricity generation from renewable sources (reference C6.I1 in the Romanian Recovery and Resilience Plan) The investment will support the installation of new renewable power production capacity through grants, with the objective of installing 950 MW of renewables power production capacity (wind or solar), or the maximum volume compatible with the tender being held in competitive conditions. The call for applications has been launched, projects were submitted and the evaluation process is ongoing. The implementation of the investment shall be completed by 30 June 2024. More information can be found on the project webpage here, and on social media here Funding schemes for libraries to become digital skills hubs (reference C7.I17 in the Romanian Recovery and Resilience Plan) The investment aims to enhance the basic digital skills of citizens living in disadvantaged communities, which currently have limited access to training. The investment consists of the reconversion of 105 libraries into hubs for the development of digital skills, underpinned by additional funds for 1,030 libraries to change/upgrade their IT equipment. The investment will develop basic skills such as digital literacy, communication, media literacy, digital content creator, digital security, and digital entrepreneurial education for 100,000 citizens from disadvantaged communities. More information can be found on the project webpage here and on social media here Qualified electronic identity card and digital signature (reference C7.I8 in the Romanian Recovery and Resilience Plan) The project aims to support the transition and adoption of the electronic identity card (e-ID card) for Romanian citizens. The e-ID card will store two digital certificates: one which will make possible the authentication for using public administration online services and an optional one for the qualified electronic signature issued by qualified certification service providers." The Government Ordinance regarding the electronic identity card has been adopted and is enforced. The implementation of the investment shall be completed by 30 June 2026. More information can be found on the project webpage here and here Construction, equipping and operationalisation of 110 crèches (reference C15.I1 in the Romanian Recovery and Resilience Plan) The objective of this investment is to increase the capacity of the early-childhood education system by providing crèches to improve access and participation in standard early-childhood education and care services. This investment includes the construction, equipment and operationalisation of 110 energy-efficient crèches at national level, providing a standard early-childhood education service per every 5,000 to 10,000 inhabitants, for up to 4,500 children. The 110 crèches will have a capacity of 50-110 places (hosting 2, 3 or 5 groups). It is expected that 1 large crèche, 2 medium crèches and 107 small crèches will be built. The implementation of the investment shall be completed by 31 December 2025. The contracts have been signed and the implementation is ongoing. More information can be found on the project webpage here and on social media here Supporting educational establishments with high risk of drop-outs (reference C15.I4 in the Romanian Recovery and Resilience Plan) The investment aims to reduce early school leaving by means of using the Early Warning Mechanism in Education methodology and IT tool to allocate financial resources to schools to support students for the transition from lower to upper secondary education and finally reaching the goal to reduce the early school leaving phenomena. 1,750 educational establishments will receive grants to support students for the transition from lower to upper secondary education, while funding will be prioritised to high-priority educational units which need immediate intervention. Schools will become responsible for student outcomes and for regular updates on the progress achieved, by transferring that information into the MATE data collection system. Part of the contracts have been signed and implementation is ongoing. The implementation of the investment shall be completed by 30 June 2023. Provision of facilities for pre-university classrooms and school laboratories/workshops (reference C15.I11 of the Romanian Recovery and Resilience Plan) The objective of this investment is to provide the necessary facilities to meet quality standards in classrooms and in school laboratories/workshops, including the provision of specialized teaching facilities and equipment for disadvantaged pupils and students with special educational needs. Provision of the necessary facilities for classrooms and school laboratories shall be carried out on a decentralized basis at school level, county school inspectorates and local public authorities. 75,000 classrooms and 10,000 school science laboratories shall be equipped. Investments shall be prioritized for those educational establishments with no investment in classroom and laboratory equipment in the last 10 years.
