Lithuania’s recovery and resilience – Supported projects: Nation-wide investment scheme

It does not reflect the distribution of the projects funded by the Recovery and Resilience Facility across the different areas within Lithuania. The showcase of the projects in this page is without prejudice to any future assessment by the Commission in the context of the verification of the satisfactory fulfilment of milestones and targets pursuant to Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility.

The measure references mentioned below are those contained in the Annex to the Council Implementing Decision approving the Lithuanian Recovery and Resilience Plan and allow for easy identification of the measures.

Installation of private vehicle charging infrastructure

(reference B.1.2.3. in the Lithuanian Recovery and Resilience Plan)

The objective of the investment is to significantly reduce greenhouse gas emissions by phasing out the most polluting road transport vehicles in cities and regions and by increasing the share of renewables in the transport sector. Support for installation of private vehicle charging infrastructure in households, apartment yards, and workplaces is expected to incentivise citizens to switch to clean transport. In total, 53,200 charging units will be installed by the end of June 2026, supported by EUR 44.6 million from the Recovery and Resilience facility. The measure started in September 2022, households and businesses are being invited to submit their applications.

Millennium School Progress Programme

(reference D.1.1.3. in the Lithuanian Recovery and Resilience Plan)

The objective of the program is to reorganize and improve school infrastructure and ensure equal access to education for Lithuanian children, regardless of where they live, and socio-economic background. The programme provides support for school activities, teachers’ training and infrastructure development while setting the conditions for municipalities seeking support. The programme started in January 2022 and will receive EUR 210 million from the Recovery and Resilience Facility. A large share of municipalities has already selected schools that will take part in the programme. Advisory services are being provided in order to prepare high quality investment plans. At least 80% of the Lithuanian municipalities will implement the Millennium School programme, 150 schools will be supported by the end of June 2026.

Career guidance services at schools

(reference D.1.3. in the Lithuanian Recovery and Resilience Plan)

The goal of this project is to provide vocational guidance services to students of various ages in general education, vocational training and other educational institutions. During the project, it is planned to develop a network of career specialists and ensure the provision of career counselling services to students. It is expected that by the end of 2023, 380 career specialists will work in educational institutions. The project started in September 2022 and will benefit from a EUR 10 million grant from the Recovery and Resilience facility.

Strengthening the international competitiveness of higher education institutions

(reference E.1.1.3. in the Lithuanian Recovery and Resilience Plan)

The objective of this programme is to support the international competitiveness of Lithuanian higher education institutions. Seven projects will be implemented, covering the attraction of foreign students, lecturers and scientists, developing the design and implementation of joint and double degree programmes, developing the provision of virtual services and other activities promoting the integration of Lithuanian universities in the European networks of universities. Three universities – Vilnius University, Vytautas Magnus University and Klaipėda University – supported by a EUR 5.8 million grant from the Recovery and Resilience Facility - have already started the implementation of their projects. All projects will be implemented by Q1 2024.

Digital Education Transformation “EdTech”

(reference D.1.1.6 in the Lithuanian Recovery and Resilience Plan)

The aim of the project is to foster the uptake of digital educational innovations at schools and to strengthen the digital competences of teachers. The project covers the development of digital teaching tools, digitalisation of teaching content and acquisition of distance and hybrid learning equipment. A network of teacher innovators and an environment for creating and testing digital educational innovations will be created. Pedagogical digital competences will be strengthened by providing opportunities for pedagogues to acquire a master's degree in IT. The project, led by the National Education Agency in partnership with higher education institutions, started in August 2022 and will be completed by June 2024. The project will benefit from a EUR 29.8 million investment from the Recovery and Resilience Facility.
