Italy’s recovery and resilience – Supported projects: Reforms

Disclaimer: This page exclusively serves information purposes and is not an exhaustive database of projects funded by the Recovery and Resilience Facility. Notably, the map provides a snapshot of projects based on the current status of their implementation. The showcase of the projects in this page is without prejudice to any future assessment by the Commission in the context of the verification of the satisfactory fulfilment of milestones and targets pursuant to Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility.

The measure references mentioned below are those contained in the Annex to the Council Implementing Decision approving the Italian Recovery and Resilience Plan and allow for easy identification of the measures.

Reform of public employment

(reference M1C1 in the Italian Recovery and Resilience Plan)

The objective of the public employment reform, which forms part of a broader reform of the public administration, is to enhance the administrative capacity at central and local levels in terms of human capital (selection, competences, careers and evaluation). This reform, accompanied by the recruitment of experts, the simplification of administrative procedures and investments in the digitalization of public services, aims at improving the effectiveness of the public administration and ultimately provide better services to citizens and companies. The Italian authorities have adopted the relevant primary legislation and are in the process of adopting secondary legislation and implementing acts, due by the end of June 2023, to make the reform fully operational.

One of the features of this reform concerns the recruitment of civil servants, which will move from a purely knowledge-based system to a system primarily based on horizontal skills and work ethic and mindset. The reform is already bearing fruit as we can already see new recruitment procedures considering relevant competences, including at managerial level. This will contribute to better skilled personnel and improve the attractiveness of a career in the public sector.

A concrete example is represented by the most recent editions of competition procedures for public managers launched by the National School of Administration, where the recruitment procedure considers horizontal and soft skills, crucial to deliver effective results. The eight edition of the competition was inaugurated with a ceremony with the presence of the President of the Italian Republic and representatives of the Italian government.

Active labour market policies and vocational training

(reference M5C1 in the Italian Recovery and Resilience Plan)

The goal is to introduce a comprehensive reform of active policies and vocational training, by improving employment services and providing personalized labour market activation plans. In concrete terms, a National Programme for the Guaranteed Employability of Workers (GOL) has been introduced to support retraining pathways for the insertion and reintegration of workers in transition, the unemployed and vulnerable groups into the labour market. The legislation necessary to establish the program has been adopted at national and regional level between 2021 and 2022, and the programme is now reaching the beneficiaries. To date, more than 300,000 people have benefitted from the programme. The final objective is to reach at least 3 million people, of which 75% are part of vulnerable groups, by the end of December 2025. The Recovery and Resilience Facility finances the programme with EUR 4.4 billion.
