Estonia’s recovery and resilience – Supported projects: Nation-wide investment scheme

The showcase of the projects in this page is without prejudice to any future assessment by the Commission in the context of the verification of the satisfactory fulfilment of milestones and targets pursuant to Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility.

The measure references mentioned below are those contained in the Annex to the Council Implementing Decision approving the Estonian Recovery and Resilience Plan and allow for easy identification of the measures.

Digital transformation in enterprises

(reference 1.1 in the Estonian Recovery and Resilience Plan)

To foster the digital transformation of businesses by end-2025, the Recovery and Resilience Facility finances support to SMEs and micro-enterprises with EUR 58 million. The related call for proposals was published in 2022. It covers the adoption of digital technologies, the development of industrial data clouds, industrial research, development, testing and piloting activities, feasibility studies, advisory and support services, and training of staff.

Construction of very high-capacity broadband networks

(reference 3.8 in the Estonian Recovery and Resilience Plan)

The Recovery and Resilience Facility (RRF) supports with EUR 24 million the financing of very high-capacity broadband networks deployment in areas of market failure, ensuring an appropriate regional balance. The aim is to improve the access to very high-capacity broadband networks, offering a connection of at least 100 Mbps to households and socio-economically important institutions such as hospitals, schools, public services and businesses. By end-2025, at least 8,000 addresses will have improved internet connection.

#Bürokratt programme and national virtual assistant platform and ecosystem

(references 3.4 and 3.5 in the Estonian Recovery and Resilience Plan)

A speech-based and text-based AI virtual assistant will be developed by end-2025 for the access to online public services. The Recovery and Resilience Facility's support for the two projects will reach EUR 53 million altogether. The goal is to improve the user-friendliness and accessibility of public services in Estonia. A new public body will be established for the reconfiguration of basic digital services and safe transition to cloud infrastructure. The body will be in charge of the central management of the IT basic services and infrastructures of public institutions. The implementation of the measure has started, shared server hosting and computer workstation services have been opened to public authorities.

Green Fund

(reference 2.6 in the Estonian Recovery and Resilience Plan)

The Recovery and Resilience Facility will improve access to capital for the development of new green technologies in strategic areas such as energy, agriculture, food industry, transport and logistics, materials and chemical industries. Funding is provided for companies and sectors whose products, services or processes are characterized by research-intensive green technologies and who contribute to solving environmental problems, developing new products, services or technologies that reduce or capture greenhouse gas emissions or are driven by eco-design requirements. By mid-2026, at least EUR 90 million will be invested in venture capital funds, managed by the public fund manager SmartCap.

Creating opportunities for the uptake of green hydrogen technologies

(reference 2.7 in the Estonian Recovery and Resilience Plan)

The Recovery and Resilience Facility will support with EUR 50 million until mid-2026 the deployment and piloting of hydrogen integrated value chains from energy production and supply solutions to final consumption in different application areas. The call for proposals is open to projects from all economic sectors. Project selection criteria, and the conditions for granting support for projects were adopted in 2022.

To mark the importance of zero-emission transport, during her visit to Tallinn on 5 October 2021, Commission President von der Leyen used the autonomous hydrogen vehicle.

Providing labour market measures to reduce youth unemployment

(reference 6.6 in the Estonian Recovery and Resilience Plan)

The Recovery and Resilience Facility helps with EUR 10 million at least 3,178 young people between 16 and 29 years old, registered as unemployed with no or only short-termed work experience participate in the “My first job” scheme by end-2025. The aim of the scheme is to promote the acquisition of work experience and the development of work skills and knowledge by young persons in order to increase their competitiveness in the labour market and to reduce unemployment among young people. The scheme consists of two components: a wage subsidy paid to the employer and the reimbursement of the training costs of a young person.

The beneficiary and the implementor of the scheme is the Estonian Unemployment Insurance Fund and more information  is available on its website in Estonian and English. The program defining the characteristics of the scheme and the conditions for its implementation and the explanatory letter are published on the website of the Ministry of Social Affairs.

In addition, in April 2022 the “National action plan to strengthen the Youth Guarantee for the period 2022-2027” was adopted by the Government. The Action Plan includes measures to improve the skills of young people and defines actions to prevent and address youth unemployment, including outreach and prevention of NEET-situation, defines key parties and their roles of preventing and dealing with youth unemployment. The co-ordination of the action plan is divided between Ministry of Social Affairs (labour market and employment related activities) and Ministry of Education and Research (education related activities).
