Belgium’s recovery and resilience – Supported projects: Nation-wide investment scheme

The showcase of the projects in this page is without prejudice to any future assessment by the Commission in the context of the verification of the satisfactory fulfilment of milestones and targets pursuant to Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility.

The measure references mentioned below are those contained in the Annex to the Council Implementing Decision on the approval of the assessment of the recovery and resilience plan for Belgium and allow for easy identification of the measures.

‘Renovations of social housing’ (multiple entities)

(reference I-1A in the Belgian Recovery and Resilience Plan)

The Recovery and Resilience Facility supports the energy efficient renovation of social housing throughout Belgium with over EUR 98million: by 2026, 4,050 social housing units are expected to benefit from EU funding in Flanders, 1,711 in Brussels and 509 in the German-speaking Community.  Works are currently underway.

‘Digitalisation Federal Public Services’ of the Federal State

(reference I-2.05 in the Belgian Recovery and Resilience Plan)

This investment, which receives EUR 218 million from the Recovery and Resilience Facility, aims at accelerating the digitalisation of various federal administration services, both internally and in their contacts with citizens. A significant part of the investment focuses on the digital transformation of civil, commercial and criminal courts, including the modernisation of existing hardware infrastructure and equipment, deploying videoconferencing capabilities, and introducing a digital case file (including a digital registry). In addition, the project aims at increasing the rate of online publication of judgments, which is currently low but essential to help individuals and businesses comply with the law.

The requirements, design and solutions for most of the different sub-measures which are part of the overall investment have been defined and approved. A programme management office for the digitalisation of the Belgian justice department has been set up, and a portal ‘Just-on-Web' has been put online. This portal will offer services to public authorities, firms, lawyers and individuals, such as consultation of official documents and court cases and verdicts or payment of fines.

All projects will be operational by Q2 2026.

‘Rail – efficient network’ of the Federal State

(reference I-3.10 in the Belgian Recovery and Resilience Plan)

This investment consists in (i) upgrading 36 rail sections in the overall network, (ii) modernising 24 dedicated rail freight infrastructures, (iii)removing six infrastructure bottlenecks that hinder the performance of the Brussels-Luxembourg line (Eurocap rail), (iv) removing four rail bottlenecks in Brussels and (v) developing an IT module for traffic management. 32 interventions to upgrade the rail network have already been completed. The investment, which will be supported by the Recovery and Resilience Facility with EUR 275 million is expected to be fully completed by June 2026.
