One Europe, One Market roadmap

A commitment to strengthen Europe's competitiveness by the end of 2027

Competitiveness is the foundation for Europe’s independence; it also underpins Europe’s power, security, and democracy.

Europe faces a moment of profound economic, technological and geopolitical change. To act swiftly, better withstand external shocks and secure our long-term prosperity, the EU needs a stronger, more integrated economy.

On 24 April 2026, the European Parliament, the Council of the European Union, and the European Commission signed a Joint Roadmap to make that happen - with concrete actions and a clear deadline of end 2027.

The roadmap is both a political and an operational commitment. It includes close monitoring and regular reporting, to ensure that delivery is transparent and on track.

Building blocks of the roadmap

Simplifying rules

Excessive regulation is a barrier to growth. The roadmap accelerates completion of the simplification packages and introduces further measures to reduce administrative burden for businesses and citizens across all 27 Member States.

A more integrated single market

Market fragmentation makes it harder for European companies to grow and scale. The roadmap aims to remove barriers, deepen capital markets, and create a unified EU business environment.

Championing strong trade

The EU is the world's largest trading bloc and has an impressive network of free trade agreements. The roadmap commits to implementing newly agreed trade deals, advancing ongoing negotiations, and reducing strategic dependencies.

Reducing energy prices and decarbonising

High energy costs weigh on European competitiveness. The roadmap sets out measures to bring prices down, strengthen infrastructure, and accelerate the transition to clean energy.

Driving the digital and AI transformation

Europe's digital competitiveness requires modern rules, secure infrastructure, and investment in frontier technologies. The roadmap strengthens telecoms, cybersecurity, semiconductors, digital identity, and AI, while reinforcing the EU’s position in the AI stack.

Following the progress

The institutions agreed to regularly assess the progress in the implementation of the roadmap. They will meet every quarter to take stock of the progress, identify the issues and obstacles preventing advancement, coordinate their actions and, if necessary, update and complete the list of actions.

As part of the European grids package from December 2025, the Commission set out also the Energy highways initiative, to address the eight key bottlenecks across the EU representing the most urgent energy infrastructure needs. The first project will be launched in April 2026.

As part of the InvestAI initiative, launched in February 2025, the Commission plans to provide €20 billion for the deployment of AI gigafactories. The gigafactories funded through InvestAI will be the largest public-private partnership in the world for the development of trustworthy AI. The first proposals for investment projects will be published in the second quarter of 2026, with the plan to launch the project in the fourth quarter of 2026.
