Regulation (EU) 2024/900 on the transparency and targeting of political advertising provides for common standards addressing the increasing complexity and cross-border nature of political advertising, the rapid increase in online political advertising, as well as the use of advanced targeting techniques and the threat of information manipulation. It entered into full application on 10 October 2025. With these rules, the EU sets new high standards of clarity and accountability for offline and online political advertising across Europe, while guaranteeing protection of freedom of speech. The Regulation requires political ads at EU, national and local level to be clearly labelled, and to indicate for example who paid for them, their costs, and – when targeting or ad delivery techniques are used – the specific audience which is being targeted. The Regulation applies to both offline and online political advertising. In order to contribute to effective implementation of these rules, the Commission has been working on several strands: On 9 July 2025, the Commission adopted an Implementing Act on Labels and Transparency Notices – clarifying the format, template and technical specifications. The Implementing Act was developed together with a comitology committee and builds on feedback received from relevant networks, a call for evidence and a public consultation.Guidelines supporting the different actors covered by the Regulation (sponsors, providers of political advertising services and political advertising publishers) as well as competent Member State authorities in their oversight functions. The guidelines build on feedback received from relevant networks and dedicated focus groups as well as from a call for evidence and targeted public consultation. It primarily focuses on the identification of political advertising, in line with Article 8(2) of the Regulation, and transparency and due diligence obligations under the Regulation.The Commission maintains two web portals: one through which Member States provide the dates of their elections, and one linking national websites on the registered legal representatives of providers of political advertising services established outside the EU, in line with the Regulation requirements (Art. 21 and 26). They will support the effective application of the Regulation.The Commission is also required to establish a European Repository for online political advertisements, in line with article 13 of the Regulation. The Repository will be a public repository for online political advertising and the relative transparency notices published in the EU or directed at EU citizens or residents. It will ensure transparency and accountability in online political advertising, allowing publishers and interested parties to comply with the transparency requirements set down by the Regulation. The Regulation also provides for the establishment of a network of national contact points on the transparency and targeting of political advertising. The network is required to serve as a platform for regular exchange of information, best practices and structured cooperation between national contact points and the Commission on all aspects of Regulation (EU) 2024/900. In particular, the network must facilitate the cooperation at Union level regarding the application and enforcement of the Regulation and facilitate the preparation, in cooperation with relevant stakeholders, of guidelines to support sponsors and providers of political advertising services to comply with the requirements of the Regulation.
