Reports

Roma equality, inclusion and participation in EU countries – EU assessment and implementation reports.

The European Commission monitors the implementation of the national Roma strategic frameworks adopted by Member States under the EU Roma Strategic Framework for equality, inclusion and participation 2020–2030.

The Commission publishes implementation reports every two years, drawing on reporting by Member States, evidence from Roma and pro-Roma civil society, data from the European Union Agency for Fundamental Rights (FRA) and other relevant sources. The reports assess progress towards the objectives of the EU Roma Strategic Framework and identify areas where further action is needed.

The Commission also carries out assessments and evaluations to take stock of progress, assess the implementation of the framework, and inform future policy action.

Implementation reports

  • The 2024 report was the first implementation report under the EU Roma Strategic Framework for equality, inclusion, and participation 2020–2030. It took stock of progress in implementing the national Roma strategic frameworks and assessed developments towards Roma equality, inclusion and participation, drawing on reporting from Member States and civil society, as well as evidence from the European Union Agency for Fundamental Rights

Reports on the implementation of the EU Framework for National Roma Integration Strategies (2011-2020)

The European Commission monitored the implementation of the national Roma integration strategies adopted by Member States under the EU Framework for National Roma Integration Strategies up to 2020.

  • The 2019 report was the last report under the EU framework up to 2020 focusing on the implementation of Roma integration measures in the Member States.

  • The 2018 Communication was based on the results of an in-depth mid-term evaluation of the relevance, effectiveness, coherence, efficiency and the EU added value of the EU framework for National Roma Integration Strategies up to 2020.

  • The 2017 midterm review took stock of the progress since the launch of the EU framework. It also identified key priorities for Member States to address and ways to strengthen the EU framework.

  • The 2016 Communication assessed progress on the EU framework. It also reviewed, for the first time, Roma integration measures put in place in response to the Council recommendation.

  • The 2015 Communication focused on structural improvements and recommends aligning (revised) national Roma integration strategies with EU funding instruments.

Early EU action on Roma inclusion (2004-2010)

The European Commission developed a range of initiatives, studies and policy measures to promote Roma inclusion before the establishment of the EU Framework for National Roma Integration Strategies up to 2020.

  • The 2010 Progress Report reviewed the implementation of EU instruments and policies for Roma inclusion between 2008 and 2010 and assessed progress and remaining challenges.

  • The 2010 Communication on the social and economic integration of Roma in Europe set out a more coordinated EU approach to Roma inclusion and paved the way for the establishment of the EU Framework for National Roma Integration Strategies.

  • 2010 – Roma people living in the EU: Frequently asked questions provided an overview of the situation of Roma in the EU and explained the European Union's role in promoting their social and economic inclusion. It outlined the EU policy and legal instruments available to address discrimination and social exclusion and highlighted opportunities for Roma inclusion through EU funding, including in education, employment, housing and social inclusion.

  • 2008 – Non-discrimination and equal opportunities: A renewed commitment. The 2008 Communication reaffirmed the EU’s commitment to combating discrimination and promoting equal opportunities, with particular attention to the situation of Roma.

  • The 2005 Communication Non-discrimination and equal opportunities for all set out a framework for EU action against discrimination and identified the situation of Roma as a particular challenge for social and labour-market integration.

Monitoring implementation

The Commission monitors the implementation of national Roma strategic frameworks using a range of sources and evidence.

Member State reporting

Member States report on progress in implementing their national Roma strategic frameworks, including measures taken, results achieved and challenges encountered. The reporting to the Commission is happening via dedicated online reporting tool.

FRA data and evidence

Data and evidence from the European Union Agency for Fundamental Rights (FRA), including relevant surveys and indicators, provide information on the situation of Roma and progress towards equality and inclusion.

Civil society contributions

Roma and pro-Roma civil society plays an important role in monitoring the implementation of national Roma strategic frameworks. Civil society organisations provide independent evidence on progress, gaps and challenges at national and local level and contribute perspectives that complement information provided by national authorities and other sources.

The Roma Civil Monitor (RCM) was launched as a pilot in 2017–2020 (see 2017-2020 reports below), with the aim of strengthening the capacity of Roma and pro-Roma civil society to independently monitor and report on the implementation of national Roma integration strategies. A second cycle, covering 2021–2025, continued this work under the EU Roma Strategic Framework for equality, inclusion and participation. The RCM produces country monitoring reports and EU-level synthesis reports covering the quality and implementation of national Roma strategic frameworks.

Civil society monitoring is an integral part of the EU Roma Strategic Framework's monitoring cycle. The Commission uses civil society evidence alongside reporting from Member States, data from the European Union Agency for Fundamental Rights and other sources when assessing progress in Roma equality, inclusion and participation.

Indicators and other evidence

The Commission uses EU-level indicators and other evidence to assess progress towards the objectives and targets of the EU Roma Strategic Framework for equality, inclusion and participation.

Under the previous EU Framework for National Roma Integration Strategies, the Commission developed indicators to track progress in key areas of Roma inclusion. The 2017 midterm review was accompanied by a Roma integration indicators scoreboard covering 2011–2016, providing an overview of developments during the first years of the framework.

For the 2020–2030 framework, the Commission introduced a portfolio of indicators covering structural, process and outcome indicators. The portfolio supports monitoring of the framework's objectives and 2030 headline targets and is designed to be used alongside national-level data and information.
