The evaluation was conducted by EY. The objective was to is to support the Representations in systematically planning, monitoring and measuring the success of their activities with the Communication Network Indicators in mind as well as foster a culture of evaluation. Overall, the recommendations aim to help the Representations and DG Communication headquarters plan, implement, and evaluate their activities more effectively and efficiently, with the goal of achieving better results and impacts. Recommendations for improving monitoring and evaluation in the Representations are divided into three phases: planning, implementation, and building capacity. The planning phase involves using Communication Network Indicators for planning activities, having a shared vision of the needs and objectives, and designing a data collection plan. The implementation phase focuses on using various data collection tools, drawing conclusions from the data, and sharing them internally. It also highlights the importance of collecting qualitative information. The building capacity phase involves offering training sessions, promoting existing tools, and encouraging physical meetings among Representation staff to facilitate knowledge transfer and build institutional capacity for monitoring and evaluation.
