Biography

Philipp is the Head of Digital Security (Cybersecurity) at the European Central Bank (ECB), where he leads the Bank’s cybersecurity strategy and operations to safeguard critical digital assets.
 
Previously, he served as Group Chief Information Security Officer at Austrian Post, overseeing cybersecurity and cyber defence across the Group. In this role, he led two major security programmes to ensure compliance with the NIS2 Directive and supported preparations for DORA.
 
Before that, Philipp was Head of Strategy at the European Cybercrime Centre (EC3/Europol), responsible for analysing and responding to emerging cybercrime and cybersecurity threats.
 
His career spans the financial sector, cyber defence, global disarmament, cybercrime prevention, and digital safety and security, with roles at international organisations including the Organisation for the Prohibition of Chemical Weapons, the International Criminal Court, the OSCE, and the Comprehensive Nuclear-Test-Ban Treaty Organization.
 
Philipp holds degrees in Business Informatics (University of Vienna) and Forensic Computing & Cybercrime Investigation (University College Dublin).
