BiographyNon-Resident Fellow at Bruegel, Pascal Saint-Amans is also Professor at Lausanne University and at HEC Paris business school. He researches and teaches tax policy. SaintAmans is also an expert to the Global Solidarity Levies Task force launched by President Rutto, President Macron and Prime minister Mottley. He is currently co-chair of the Africa Europe Foundation working group on Illicit financial flows. Saint-Amans started his career in the tax policy department of the French ministry of Finance. He joined the OECD in 2007 after having chaired Working Party 1 on tax treaties. Initially in charge of the tax competition division, he founded the Global Forum on Transparency and Exchange of Information for Tax Purposes in 2009. Saint-Amans became director of the Centre for Tax Policy and Administration in 2012 where he played an instrumental role in promoting transparency and delivering the Base Erosion and Profit Shifting (BEPS) agenda as well as the Global minimum tax. He worked closely with delegates from more than 140 countries and interacted with Finance ministers and Leaders of the G7, the G20 and other international bodies. Convinced that only an inclusive agenda could ensure progress, he founded the Inclusive Framework on BEPS and launched the Tax Inspectors Without Borders Initiative. Pascal Saint-Amans combines technical expertise, as well as diplomatic and political know how, which positions him uniquely to provide strategic advice to policy makers, while being able to work closely with tax administrators to help them implement policy recommendations. He is an expert in compliance with international tax and money laundering regulations. During the time at the OECD, he also supervised tax policies ranging from establishing revenue statistics to providing technical assistance to low-capacity countries. Finally, Saint-Amans also headed the Secretariat for the Forum on Tax Administrations, working closely with more than 50 tax Commissioners across the world. Graduated from the French National School of Administration (1996) and the Institute of Political Studies (Sciences-Po) he also has a Bachelor in History from the Sorbonne. He is a Knight of the French Légion d'Honneur and « Officier de l'Ordre du Mérite ». He is also officer in the Royal civil Order for Merit in Spain and “Gold Rays and Neck Ribon” in the Order of the Rising Sun in Japan
