Commission supports Spain in the paradigm shift from transport infrastructure concept to national mobility system

Through this project, several analysis and interviews have been carried out regarding the Spanish National Mobility System foreseen on the Sustainable Mobility Law from three key perspectives for the paradigm shift.

At the Global Mobility Call, international congress organized in Madrid by MITMA (Spanish Ministry of Transport, Mobility and Urban Agenda) from 24th until 26th October 2023 DG REFORM along with other panellists have discussed the results and next steps stemming from a recently terminated TSI project on Spanish National Mobility System. This 16-month-long project led the way towards development of a more cohesive, participatory and data-driven governance model (National Mobility System) as foreseen in the 2030 Safe, sustainable and connected mobility Strategy and in the Sustainable Mobility Law.

Through this project, financed by the European Union via the Technical Support Instrument (TSI), several analysis and interviews have been carried out regarding the Spanish National Mobility System foreseen on the Sustainable Mobility Law from three key perspectives for the paradigm shift: governance, data and participation model. Additionally, these have been complemented with insights from study visits to other EU Member States. The French and German administrations from national and regional levels shared their experiences in the field of sustainable mobility governance, data and citizen participation.

As a result, the project has allowed to identify and analyse key success factors for the definition and implementation of the Spanish National Mobility System. These conclusions will be very relevant for an anticipated and effective management of potential risks and opportunities with this regard.
