Today, in The Hague, the Commission launched a technical support project that will help the Dutch Authority for Digital Infrastructure set up a national Artificial Intelligence (AI) supervision system.

The Dutch Authority has requested the Commission's support in establishing a governance and supervision system for AI applications. AI technology is growing faster than the regulatory framework to effectively control safety and ethics' standards.  This is a common challenge for national authorities across the EU. The project — carried out in collaboration with UNESCO — will review current AI supervision systems, provide a set of good practices and supervision scenarios, as well as practical options on settings for AI supervision and on-the-ground assistance to the Dutch Authority. In addition to providing direct support to the Dutch Authority, the project will also engage other EU competent authorities to collectively address the complex and varied challenges associated with supervising AI technologies.

This technical support project is in line with the Artificial Intelligence Act, the first EU regulation on AI proposed by the Commission in 2021. The Act aims to boost Member States' research and industrial capacity, while ensuring fundamental rights and safety rights. The Act is the final phase of its legislative process. Once approved, it will have established the world's first rules on AI.

The Technical Support Instrument (TSI) is the Commission's main instrument to provide technical support for reforms in the Member States. It is part of the Multiannual Financial Framework 2021-2027 and of the Recovery Plan for Europe. It builds on the success of its predecessor, the Structural Reform Support Programme which since 2017 has implemented, together with the TSI, more than 1,500 technical support projects across all Member States.
