Today, the Commission presented in the Parliament of the Brussels-Capital Region the outcomes of a project under Structural Reform Support Programme (SRSP), predecessor of the Technical Support Instrument (TSI), which aimed to support the region in reforming its public financial management system. The project delivered an overarching assessment of strengths and weaknesses of Brussels-Capital Region public financial management by using the internationally-recognised Public Expenditure and Financial Accountability (PEFA) methodology, an action plan to address the weaknesses and it also assisted in piloting two spending reviews in the area of mobility and social housing. The support provided aims to help create a more sound environment for introducing spending reviews into the budget process on a structural basis in the future, in line with the commitments set out in Belgium’s Recovery and Resilience Plan under the Recovery and Resilience Facility. Under TSI 2022, a new project was approved for Brussels-Capital Region to support institutionalisation of spending reviews and planning and prioritisation of public investments. The TSI is the Commission's main instrument to provide technical support (expert advice) to design and implement reforms in Member States. It builds on the success of its predecessor, the Structural Reform Support Programme (SRSP). Since 2017, the Commission has provided technical support to all 27 Member States with more than 1400 projects.
