The dialogue aimed to discuss the effective implementation of the Chips Act, and to discuss industry’s recommendations for the upcoming revision.Summary ConclusionsDuring the dialogue, high-level representatives jointly presented a report authored by the Industry Advisory Group, a working group of the Industrial Alliance on Processors and Semiconductor Technologies. The report describes the revision of the Chips Act as a major opportunity to strengthen the semiconductor industry as a cornerstone of Europe’s economic security, competitiveness and technological sovereignty. It argues that a more comprehensive approach to Europe’s semiconductor industrial policy will be essential if Europe is to secure its position in an increasingly strategic and competitive global semiconductor landscape.Participants emphasised the need to complement support for manufacturing with stronger measures for chip design, scale-up and market uptake. Several participants underlined that Europe has important strengths across the semiconductor value chain and that a revised Chips Act should give due consideration to the resilience of the broader value chain.In particular, participants stressed the importance of demand-side measures to strengthen Europe’s semiconductor ecosystem. Some also called for better coordination between existing instruments and for stronger support for start-ups, design activities and strategic technologies.
