Commissioner Michael McGrath will hold an Implementation Dialogue on cross-border enforcement cooperation in the area of consumer law under the Consumer Protection Cooperation (CPC) Regulation (EU) 2017/2394 on 6 May 2026 in Brussels.The dialogue will allow an exchange between the Commissioner and business and consumer representatives, social partners and national enforcement authorities (members of the CPC-network) on the functioning of the current cross-border enforcement system established by the CPC Regulation. The dialogue will also provide an opportunity to reflect on possible ways forward, including in the context of the planned revision of the Regulation.The summary conclusions from the Implementation Dialogue will be available on this page and on the website dedicated to implementation dialogues. Objective Building on the findings of the 2024 Commission report on the application of the CPC Regulation and previous consultations, this dialogue aims to collect stakeholders’ views on the lessons learnt from applying the CPC Regulation and current challenges for consumers, enforcers, and businesses, especially with regards to the digitalisation of business models, e-commerce and third-country traders. The dialogue will also provide an opportunity to reflect on possible ways to improve the enforcement cooperation framework under the CPC Regulation for the future. This dialogue will feed directly into the reflection on the Commission’s plan to revise the CPC Regulation in the fourth quarter of 2026.The Implementation Dialogue is an opportunity for traders – who must comply with EU consumer protection rules – to express their views and share ideas on how the Commission could enhance legal certainty and reduce compliance costs for them in cross-border EU trade, through offering simplification, burden reduction, greater speed, and flexibility for Member States’ authorities and traders. The Commission will also ensure that consumers, businesses and social partners’ interests are heard and fully taken into account, providing for a balanced exchange. National enforcement authorities will be able to share their insights and contribute to driving forward effective solutions, especially on how to improve the coordination mechanism under the CPC Regulation and ensure effective enforcement of consumer law, irrespective of where the trader is established. Background President von der Leyen tasked all Commissioners to organise two Implementation Dialogues per year to align implementation of EU legislation with realities on the ground.
