The Regulation on the governance of the energy union and climate action sets out rules for integrated reporting and monitoring by EU countries. The reporting evolves according to the requirements and deadlines set out in the regulation.
Climate information
From 1 January 2021 onwards, EU country authorities are required to submit climate information using an online reporting system called Reportnet 3.0, managed by the European Environment Agency (EEA). This system facilitates the collection of data and information, as required by the governance regulation (Article 28).
The information to be submitted includes greenhouse gas inventories and their proxies, policies and measures, projections, national adaptation planning and strategies, support provided to developing countries and use of EU ETS auction revenues.
The reporting system supports the timely submission and quality checking of data. It also automatically generates EU-aggregated data sets.
The information is used to prepare and submit reports required in EU legislation and under international agreements, including to the United Nations Framework Convention on Climate Change (UNFCCC) and under the Paris Agreement. The European Environment Agency assists the Commission and EU countries in their reporting work.
The reporting system is accessible to nominated EU country authorities and requires an EU Login account.

Energy information
The online reporting system ReportENER facilitates the collection of energy data and information, as required by the governance regulation (Article 28). The reporting system is accessible to nominated EU country authorities and requires an EU Login account.
Reporting on oil stocks and offshore installations
From March 2021 onwards, EU country authorities are required to annually submit information on oil stocks and offshore safety to the Commission.
Reporting on the 2020 targets
By 30 April 2022, EU country authorities are required to submit information on the achievement of their energy efficiency national target and their national overall target for the share of energy from renewable sources in 2020, in line with Article 27 of the Governance Regulation.

Integrated energy and climate progress reporting
From 2023, and every 2 years thereafter, each EU country will report to the Commission on the status of the implementation of its national energy and climate plan by means of an integrated national energy and climate progress report.

Following the submission by EU countries to the Commission via the online platform, the integrated national energy and climate progress reports go through a quality assurance and control process coordinated by the Commission services. The quality assurance and control process is expected to be completed by 30 June of the year of submission.
The reports will be made publicly available on the e-platform following finalisation of this process.
EU countries may make the reports submitted to the Commission publicly available before the completion of the quality assurance and control process.
