Greece’s recovery and resilience – Supported projects: Reforms

The measure references mentioned below are those contained in the Annex to the Council Implementing Decision approving the Greek Recovery and Resilience Plan and allow for easy identification of the measures.

Streamlining the operations of the electricity market and simplifying licensing for renewables

(reference C1.1, Measure ID 16860 in the Greek Recovery and Resilience Plan)

This reform consists of several elements with the overall aim to accelerate the doubling of the installed renewables capacity in Greece, also considering the planned lignite phase-out in Greece by 2028. First, streamlining of the licensing framework, including simplification and digitalisation of procedures, short and binding administrative response times and accountability procedures for unnecessary delays. Second, establishing the first legal framework for the development of offshore wind farms. Finally, relating to the energy markets, a market monitoring system will be put in place by the National Regulatory Authority (RAE) and allow for the participation of demand-side response (DSR) in the balancing market.

All reform elements are now in place.

Preparation of Urban Plans in implementation of the urban policy reform

(reference C1.2, Measure ID 16879 in the Greek Recovery and Resilience Plan)

The definition of land use and the mapping of property rights are important factors for both economic development and the protection of a country’s environment. Unclear land use and property rights deter businesses from investing as they face the risk of litigation about their acquired property or their right to use the land in the way they plan. Ambiguity is equally detrimental to environmental protection as residential development takes place in an unregulated way and industrial or tourism investments may take place in environmentally sensitive areas in need of protection. Greece lags significantly behind other European countries in terms of spatial planning.

For that reason, the Greek Recovery and Resilience Plan includes the elaboration of Local Urban Plans covering the whole country. The Local Urban Plans determine which areas in a municipality are residential, which are dedicated to business (industrial parks, etc.), which are protected ones (where land use and construction restrictions or prohibitions are set, e.g. forest areas), and which areas can accommodate a combination of activities. The project is crucial for the development of productive activities, especially in the sectors of renewable energy sources and circular economy, areas of special urban incentives, for the allocation and construction of all types of projects and infrastructures, the protection of environment and the definition of actions to mitigate and/or adapt to climate change.
