The evaluation of the European instrument for temporary Support to mitigate Unemployment Risks in an Emergency (SURE) provides an ex-post assessment of how SURE delivered on its objectives to protect employment and reduce the loss of income, as required by Article 34 of the Financial Regulation and recommended by the European Court of Auditors. The evaluation considered the criteria of effectiveness, efficiency, coherence, relevance and EU value added, in line with the requirements set out in the Commission Better Regulation Guidelines. The evaluation builds on the results of an external independent supporting study, contracted by the Commission in July 2023 and concluded in May 2024 by a sole tenderer ICF SA.
