This communication from the Commission services concerns the multiple complaint on an alleged breach by Sweden of Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora as regards wolf management. This multiple complaint was registered under reference number CPLT(2023)01635.

On 23 October 2025, the pre-closure letter in this case explained that as a result of Directive (EU) 2025/1237 amending Council Directive 92/43/EEC as regards the protection status of the wolf, the wolf moved from Annex IV to Annex V of the Habitats Directive. As a consequence, neither the infringement case nor the complaints – which were based on Annex IV – have a legal basis anymore and they can no longer be pursued.

Since the complainants did not bring up new valid arguments within the four-week period leading the Commission to reconsider its position, this multiple complaint is closed on the date of the publication of the present communication. 

The infringement case number INFR(2010)4200 against Sweden regarding the relevant subject-matter was closed on 11 December 2025.

Closing infringement case number INFR(2010)4200 and the associated multiple complaint does not affect and does not prejudge the Commission’s assessment of Sweden’s wolf management under the new legal framework as modified by Directive (EU) 2025/1237.
