The ex-post evaluation of the economic adjustment programmes of Greece was completed in 2023 and covers the period 2010-2018.
The evaluation was carried out in a number of successive steps: following the publication of a roadmap, four external studies were commissioned on the topics of sovereign debt sustainability, pension reforms, the macroeconomic and fiscal path, and the financial sector. In addition, two studies by Commission staff analysed the adjustment programmes on the reforms on public administration and energy. A comprehensive external evaluation report was prepared by a consortium of three economic institutes (CEPS, Ecorys and NIESR). Finally, a Staff Working Document sets out the views of the Commission services whose main conclusions can be found in the Executive Summary.
