Background

Slowing productivity, demographic challenges, rising energy costs, and increased global competition are putting pressure on Europe’s long-term prosperity. At the same time, the green and digital transitions demand unprecedented levels of investment and innovation.

To address these challenges, in September 2023 European Commission President Ursula von der Leyen asked Mario Draghi to prepare a report on the future of European competitiveness. The aim was to set out how the EU can adapt to a rapidly changing world and secure sustainable growth for the decades ahead.

Next steps

The findings of the Draghi report are contributing to the Commission’s work on sustainable prosperity and competitiveness, including the Clean Industrial Deal

Many of its recommendations are reflected in the Commission's Political Guidelines as well as the mission letters of the President of the European Commission to the members of the College.

In January 2025, the Commission presented the competitiveness compass, a new roadmap to restore Europe’s dynamism and boost economic growth. The compass builds on the analysis of the Draghi report and provides a strategic framework to drive the Commission' work for the next five years.
