The Draghi report on EU competitiveness The future of European competitiveness: Report by Mario Draghi Mario Draghi – former European Central Bank President and one of Europe's great economic minds – was tasked by the European Commission to prepare a report of his personal vision on the future of European competitiveness. The report looks at the challenges faced by the industry and companies in the Single Market. It outlines how Europe will no longer be able to rely on many of the factors that have supported growth in the past and lays out a clear diagnosis and provides concrete recommendations to put Europe onto a different trajectory.Download the report One year after the Draghi report Turning recommendations into realityOn Tuesday 16 September 2025, European Commission President Ursula von der Leyen and Professor Draghi opened a high-level conference to review the Commission's progress in implementing the report’s recommendations.Find out more Background Slowing productivity, demographic challenges, rising energy costs, and increased global competition are putting pressure on Europe’s long-term prosperity. At the same time, the green and digital transitions demand unprecedented levels of investment and innovation.To address these challenges, in September 2023 European Commission President Ursula von der Leyen asked Mario Draghi to prepare a report on the future of European competitiveness. The aim was to set out how the EU can adapt to a rapidly changing world and secure sustainable growth for the decades ahead. Next steps The findings of the Draghi report are contributing to the Commission’s work on sustainable prosperity and competitiveness, including the Clean Industrial Deal. Many of its recommendations are reflected in the Commission's Political Guidelines as well as the mission letters of the President of the European Commission to the members of the College.In January 2025, the Commission presented the competitiveness compass, a new roadmap to restore Europe’s dynamism and boost economic growth. The compass builds on the analysis of the Draghi report and provides a strategic framework to drive the Commission' work for the next five years.
