ECNE Working Groups

Working Group on AI in Electoral Processes

The Working Group on AI in Electoral Processes was established within the European Cooperation Network on Elections to support Member States in their efforts to ensure free, fair, inclusive and resilient elections, in the context of the rapidly evolving digital ecosystem and the increased prevalence of artificial intelligence in the information environment around elections. Building on the Commission’s 2023 Recommendation on inclusive and resilient electoral processes, it aims to further the exchange of concrete and practical information and the sharing of best practices on the opportunities and risks of using AI for election-related purposes in view of reinforcing the integrity of elections. The scope of the working group includes topics such as AI systems intended to be used for influencing the outcome of an election or referendum or the voting behavior of natural persons and the use of AI to support the organisation and conduct of elections or to improve the provision of election information to voters and candidates.

Working Group on Election Integrity

The Working Group on Election Integrity was established within the European Cooperation Network on Elections  to further support Member States in their efforts to ensure free, fair, inclusive and resilient elections, in the context of the rapidly evolving information and threat landscape impacting the integrity of elections. Building on the Commission’s 2023 Recommendation on inclusive and resilient electoral processes, it primarily aims to follow up on the Checklist on the integrity of elections and the Risk-management matrix for elections,  including by identifying relevant standards, collecting and sharing information and good practices and developing operational tools and products. The working group will also contribute to the development of the European repository of common references and standards for electoral processes announced by the European Democracy Shield.

Working Group on Political Campaigning

The Working Group on Political Campaigning was established within the European Cooperation Network on Elections to deepen exchanges on the transparency, integrity, and accountability of political campaigning. This working group aims to discuss the different means and channels for political outreach, with a particular emphasis on new campaigning methods and national regulatory approaches. It also allows for concrete exchanges on funding in politics, including anonymous donations and cryptocurrency, building on ongoing efforts to implement and follow up on key EU policies and frameworks, such as the Political Advertising Regulation, the 2023 Commission Recommendation on inclusive and resilient elections, the new Directive on combating corruption and the EU’s anti-money laundering framework.

Working group on Safety in Politics

The Working Group on Safety in Politicswithin the European Cooperation Network on Elections (ECNE) is dedicated to the facilitation of the exchange of best practices and cooperation among Member States to address threats to political actors. It supports the joint development of collective tools and products for safety in political life across Europe.

Safety in Politics is a key initiative under the European Democracy Shield, adopted in November 2025. The Commission works, within the framework of the ECNE and in close consultation with relevant stakeholders, on the preparation of a dedicated guide of best practices and support capacity-building, practical support, collection of data and voluntary commitments (e.g. pledges and codes of conduct) and ethical standards in this field. Particular attention is paid across this workstream to women and other groups at heightened risk of discrimination, and to the situation of local politicians.

Grounded in a whole-of-society approach, this work aims to foster a secure and inclusive democratic environment, ensuring that political engagement remains accessible and safe for all.

Past working groups

Working-group on the preparation of a compendium of e-voting practices

In December 2020, the European Democracy Action Plan announced that the Commission will prepare a compendium of electronic voting (e-voting) practices together with Member States and in close cooperation with the Council of Europe, which has already issued substantial guidance in this area, including on accessibility for persons with disabilities and older persons. During a meeting of the European cooperation network on elections in January 2022, Member States were invited to discuss practices in e-voting and electronic democratic participation. It was agreed that a subgroup of the network with representatives from those Member States interested in preparing a compendium of e-voting practices would be established. The role of the subgroup will be to support the Commission in the preparation of a compendium of e-voting practices.

Working group on the preparation of a guide of good electoral practice addressing participation of citizens with disabilities in the electoral process

In March 2021, the Strategy for the Rights of Persons with Disabilities 2021-2030 announced that the Commission will prepare in close cooperation with Member States in the framework of the European Cooperation Network on Elections a guide of good electoral practice addressing participation of citizens with disabilities in the electoral process.

In September 2021, a subgroup of the European Cooperation Network on Elections was formed, with the participation of Member States’ experts, to support the Commission in the preparation of the guide. The subgroup reports on its progress to the European Cooperation Network on Elections.

Joint mechanism for electoral resilience

The Joint mechanism for electoral resilience is organised and coordinated through ECNE. It supports the deployment of joint expert teams and expert exchanges, at the request of Member States, with the aim of building resilient electoral processes, in particular in the area of online forensics, disinformation and cybersecurity of elections. 

Cooperation among Member States to ensure resilient electoral processes and mutual support to address threats is essential. As announced in the European Democracy Action Plan and the Communication on protecting election integrity and promoting democratic participation, a ‘joint mechanism for electoral resilience’ has been established as of 2022.

The ‘joint mechanism for electoral resilience’ is organised and coordinated through the European Cooperation Network on Elections in close cooperation with the Network and InformationSystems (NIS) Cooperation Group and the EU’s Rapid Alert System. Its primary operational focus is to support deployment of joint expert teams and expert exchanges with the aim of building resilient electoral processes, in particular in the area of online forensics, disinformation and cybersecurity of elections. Further types of actions could be gradually envisaged such as common training sessions and the common development of IT systems.
